foreach front wheel, 2 conventional bike chain runs to 2 axles.  belt from pully on one axle, over top
of wheel, round pully on other axle, under bottom of wheel, back to first pully.

for rear wheel, 2 bike chain runs to single axle.  cable from drive pully through pair of guide pullies,
around wheel, through 2nd set of guide pullies, back to drive pully.

flotation units attatch removably around frame.
